Does SME Packages cover all my communication?

SME Packages does not fund a company’s entire communication: it covers the digital part, and nothing else.

According to the official government portal guichet.lu , the Digital strand covers three areas: digital marketing, which includes creating or improving a website and running social media campaigns, management systems, and electronic invoicing.

The SME Packages programme is a state programme for business performance, funded by the Ministry of the Economy at 70% of eligible costs, which must fall between €3,000 and €25,000 excluding VAT. The grant, capped at €17,500, is paid to the company as a reimbursement once the project has been delivered.

The House of Entrepreneurship and the Chambre des Métiers are the scheme’s official points of contact.

A logo, a brand identity, a film, a brochure, an exhibition stand or media buying remain at your expense. At Takaneo, that line is drawn in the quote, so the eligible part is easy to identify and the rest of the project keeps its coherence.

Why the question comes up now

The scheme changed in 2025. Flat-rate vouchers gave way to a grant covering 70% of eligible costs, as the Ministry of the Economy recalled in its review of state aid presented on 11 May 2026.

The amounts from the old system, €5,000 or €6,000 per package, are still widely quoted. Takaneo starts from the rules in force before every estimate, because a budget built on the old scale never adds up.

The subject has become concrete because companies actually use the scheme. The Ministry of the Economy approved 533 applications in 2025, against 382 in 2024.

Confusion also comes from the word communication, which covers very different trades in Luxembourg. A website rebuild and a poster campaign come out of the same annual budget, but the scheme does not treat them the same way.

The Digital strand covers the website and social media, not your whole brand presence

The official text is specific about digital marketing: it names creating or improving a website, and social media campaigns.

That includes design, development, content integration and the setup of measurement tools. What counts towards eligible costs is the work invoiced by the provider, within the limits of the quote under review.

One point should be checked with the official bodies rather than assumed: an advertising budget paid to a media owner or a platform is not a provider’s service. Setting up a campaign and buying the space are not treated the same way.

Scoping in fact starts with a question that has nothing to do with the scheme, which technology to choose for a company website . Takaneo documents that choice in the quote, because it drives maintenance costs long after the grant has been paid.

What stays at your expense, and why that is not a flaw in the scheme

A brand identity, a film, a brochure, signage or an event do not fall under the Digital strand. The Service strand, for its part, deals with the customer journey, customer relations and the product offer, not with communication.

The risk is not paying for those items. The risk is dropping them from the project because they are not reimbursed.

A website rebuilt without a clear identity, without photography and without properly written copy costs the same and delivers less. The grant has then funded 70% of a project that misses its goal.

The method has two steps: define the project that is actually useful, then identify what is eligible. Takaneo works in that order, and separates the two sets line by line in the quote.

How to split a quote when only part of it is eligible

The provider’s quote forms the basis of the application filed by the company. It must therefore state precisely what will be delivered, at what price, and within what scope.

That is why Takaneo splits the quote into two sets. On one side, the digital work that falls under the Digital strand; on the other, the items that do not, priced on the same document.

This is not theory. Takaneo designed and built the websites of MT1 and AIBM , two projects within the range covered by the Digital strand, from showcase site to brand site with content and photography.

Each party’s role is clearly defined. Takaneo prices the project, advises on it and delivers it, and refers clients to the official bodies for everything else.

The House of Entrepreneurship and the Chambre des Métiers remain the only official points of contact for any request for information regarding:

  • the procedure to follow,
  • the eligibility conditions,
  • sending or receiving the checklist when filing the application via MyGuichet.lu .
  • Any breach of these rules may lead to the suspension of the collaboration within the packages.

Order matters as much as content. The official sequence runs from pre-analysis, to defining the package and choosing the provider, to reviewing the application, and only then to implementation, assessment and payment.

A project that has already started therefore puts itself at risk. It is better to book a meeting with the relevant body before signing, even if that delays the start by a few weeks.

What this means in practice

Actual amounts are more modest than the headline ceiling. According to a parliamentary answer reported by Paperjam on 19 March 2026, 2,138 agreements have been signed since the scheme was launched, for an average investment of €11,617 and an average grant of €7,848.

The same source indicates that 91% of beneficiary companies have fewer than 50 employees, and that 1,909 of the 2,138 files concern the Digital strand.

Setting the scope in the quote from the outset therefore avoids discovering the gap halfway through.

Frequently asked questions

Is a full website rebuild eligible for SME Packages?

Yes, both creating and improving a website are explicitly listed among the projects covered by the Digital strand, provided the project sits between €3,000 and €25,000 excluding VAT. Eligibility is not something a quote can declare: it is confirmed with the House of Entrepreneurship or the Chambre des Métiers. In practice, Takaneo issues a detailed quote that isolates the digital work from the rest of the project, so that the application is reviewed on a clean scope. Non-digital items are priced separately, on the same document.

What is the difference between the Digital strand and the Service strand?

The Digital strand deals with digital tools: digital marketing, including the website and social media campaigns, management systems and electronic invoicing. The Service strand deals with the customer experience, namely the customer journey, customer relations and the consistency of the product offer. A communication project therefore falls under the Digital strand for its digital part, and under neither strand for the rest. Takaneo makes this clear from the first meeting, so that no item is budgeted on the assumption of a reimbursement that will never come.

Who files the application, the company or the agency?

The beneficiary company files the application, via MyGuichet.lu, and receives the reimbursement. The agency supplies the quote that forms the basis of the file, then delivers the work once the application has been reviewed. The House of Entrepreneurship and the Chambre des Métiers remain the only official points of contact for any request for information regarding the procedure to follow, the eligibility conditions, and sending or receiving the checklist when filing the application. Takaneo therefore focuses on scoping the project and delivering it.

Are social media campaigns within scope?

The official portal does list social media campaigns under digital marketing. The nuance lies in the nature of the spend: designing and setting up a campaign is a service, while the advertising budget paid to a platform is media buying. This distinction is confirmed with the House of Entrepreneurship or the Chambre des Métiers, project by project, before the quote is signed. Better to ask the question then than to discover the answer at the final assessment.

Can my brand identity be included in the application?

No, creating a logo or a brand identity does not fall under the Digital strand, which covers digital marketing, management systems and electronic invoicing. The Service strand does not cover it either, since it deals with the customer journey, customer relations and the product offer. That does not mean giving up on brand identity before rebuilding a website. Takaneo advises the opposite: deal with the brand first, fund the eligible part afterwards, rather than delivering a new website dressed in an identity that no longer holds.

What if my project exceeds €25,000 excluding VAT?

The scheme targets projects between €3,000 and €25,000 excluding VAT, with the grant capped at €17,500. Beyond that, how to split the project is discussed with the House of Entrepreneurship or the Chambre des Métiers, the only bodies entitled to say what can be retained. The figures show the ceiling is rarely reached anyway: the average investment recorded stands at €11,617, according to the parliamentary answer reported by Paperjam in March 2026.

Where do I actually start?

With the pre-analysis, before signing anything. The official sequence places the review of the application before implementation, so a project already under way puts itself at risk. The first meeting is booked with the House of Entrepreneurship, or with the Chambre des Métiers for a craft business. They send the filing checklist via MyGuichet.lu, then the chosen provider's quote feeds into the application.
